The Road to Hell Is Paved with Good Intentions (and Heavy Batteries)

Norway is the world’s poster child for electric vehicles. With nearly 90% of new car sales being electric, the country has done what most nations only dream about: it actually moved the needle on clean transportation. Politicians celebrated. Climate advocates cheered. And then, quietly, the roads started falling apart.

Here is the problem nobody saw coming. Electric vehicles are significantly heavier than their gas-powered counterparts, sometimes by 30% or more, because of the large battery packs they carry. Road damage, it turns out, does not scale linearly with weight. It scales with the fourth power of axle load, meaning a vehicle that is even slightly heavier does disproportionately more damage to the pavement beneath it. Norway built its road maintenance budget around assumptions tied to the old fleet of lighter vehicles. EVs blew those assumptions up. The roads are deteriorating faster than expected, repair costs are climbing, and the funding to fix them is short because EV drivers pay far less in fuel taxes, which is traditionally how road infrastructure gets funded.

So Norway now has a second problem layered on top of the first. The cleaner the fleet gets, the less fuel tax revenue comes in, and the less money there is to fix the roads that the heavier clean vehicles are destroying. It is the policy equivalent of solving a leak in your roof only to discover the fix added weight that cracked the foundation. The country is now exploring per-kilometer road usage fees and weight-adjusted charges for EVs, which is sensible, but also something that should have been designed in from the start.

The Norway story is not an argument against electric vehicles. It is an argument for thinking in systems. Every major transition, whether in energy, transportation, or agriculture, creates second-order consequences that the original solution did not anticipate. The shift to EVs is genuinely good for the climate. But ambition and implementation have to go hand in hand, and the gap between them is where unintended consequences live. Norway’s roads are just the most visible example of that gap right now.

What makes this worth paying attention to is that the same dynamic is playing out in clean energy transitions everywhere, including here in the United States. As more homes switch to heat pumps and solar, the grid needs to adapt. As more people drive EVs, fuel tax revenue declines. As building codes get greener, construction costs shift. None of these are reasons to slow down. They are reasons to plan ahead, fund the infrastructure that supports the transition, and resist the temptation to declare victory too early. Norway went all in on EVs. Now it needs to go all in on what comes next.
